Who was Johnny Mazzetti?

a friend of mine grew up on long island and they used to serve a dish called "johnny mazzetti" in her school cafeteria - it's kind of like beef-a-roni, with noodles, cheese, ground meat, and tomato sauce (among other ingredients).she always assumed johnny mazzetti was the school's chef, but apparently the dish comes from Panama, where it was popular with Americans building the Panama Canal way back when.

i found a bunch of recipes on the web, but i can't figure out just who this johnny mazzetti was and how this dish became so popular.

anybody have any ideas?
