Ixia for a casual birthday dinner?

A good friend of mine is coming down to Baltimore to meet her parents (who are in town from So. California for a conference). They are looking for a good place for dinner for her dad's birthday (a Friday night). They are looking for good food, but a casual atmosphere as well - a place where he can show up in khakis and a button-down shirt, not a jacket and tie.

Based on word-of-mouth recommendations (my family lives in Baltimore) and Chowhound posts, I am avoiding sending them to Tio Pepe's (my original idea) and was thinking Ixia instead. I used to love Louie's, so know the space is nice, and it is close to their hotel. I know the reviews are a little inconsistent, but does that sound about right for what they are looking for? Other ideas are welcome...
