HEB told city officials and the public back in Feb of its intention to replace the current store on Cedar in DT Bellaire, a former Academy that was one of the original Pantry store concepts in Houston.
They weren't very specific about the plans. They had on display images of the newly opened Nogalitos store near DT San Antonio which is their first double decker store, but claimed they have not only not made any final decision about the style of the store but are not even committed to staying where they are.
Comments in discussions elsewhere have suggested they own the whole block where they are and will raze the existing center completely. Given the size of stores they're building now that will leave a very cramped parking situation even at that.
It's also been suggested they'll ask the city to close Cedar and Spruce streets to give them more room and create a walkable plaza, which it is speculated Bellaire would like.
Their target customer is undoubtedly the more upscale newer developments/re-developments that have been going on for decades, mostly south of Bissonnet and east of Chimney Rock, so they can't go far from where they are. Where ever they go, the'll likely have to level something already there.
ETA: It's a little far to be my main go-to store but at least I won't have to drive all the way to the Buffalo Mkt or Montrose to get to a nicer HEB.
