Is it okay to ask guests at a suprise party to pay to attend?

I've been invited to a friends suprise birthday party by a mutual acquaintance. When she had initially invited she did not mention there would be a cost and I had even asked her if she needed anything in advance. I was told just byob. I let her know I would be able to attend with my plus 1. This party will be at someone's house. A couple of days before the party day I get a message that $15 per person will be required to attend. I asked her if this now included drinks? She said no just food and dessert. She than let me know that it was so costly because the two birthday people (I didn't even know it was a joint birthday party), their significant others, and their whole families wouldn't be paying and we would be covering their costs. Is this normal?? I feel resentful for not have been told in advance. I would not have agreed to come if I had known initially. My plus one (husband) who doesn't know these people doesn't want to go anymore and I can't really blame him. I understand covering costs for birthday girl (and even an extra birthday boy), but for their families and significant others as well? I'd love to know others opinion.
