Who says Hayward is a culinary wasteland ? At the least, it has several excellent places.
One in particular, Grand Taipei has many unusual preparations of Chinese dishes that are excellent. I went to this place again today and try more of their dishes.
Hot pepper beef: jullienned marinated beef sauteed with red chilis and sprinkled with plenty of black pepper. Slightly sweet, plenty of heat and utterly delicious. The heat does not overpower us like those super hot tongue burning Szechuan dishes.
Shanghai style chowmein: thick noodles sauteed with slivers of cabbage, chicken pieces - very acceptable but nothing to rave about.
"Kong Cai" is as close as I can mimic the pronounciation. It is probably pickled green beans. The sour taste is very mild but it's excellent. Unusual.
Other dishes that I saw were mouth watering. I asked the waitress for every dish that looked appetizing.

-Pan fried sea bass w garlic sauce
-Shredded pork w bamboo shoot tips
-Seafood Hot & Sour soup
I can say that most of the dishes listed on the separate Chef's Special Chinese menu (has English translation) are excellent to superb. I would stay away from the usual Chinese-American food menu when there are other unusual Chinese dishes.
