Egg roll with shrimp chive filling: idiosyncratic or regional variation?

While I was out shopping this evening I wandered into a cheap Chinese-American steamtable joint. The egg rolls (2/$1.49) looked good, so I added them to my order.

I was really surprised when I bit into one and instead of the usual pork/bean sprouts/etc. filling it had a filling similar to a shrimp and chive dumpling.

Is this interpretation of an egg roll unique to this restaurant, or is it a regional (Taiwanese?) variation?
