Need help with edible conference favor

Hello! I'm looking for creative, inexpensive ideas for a favor for attendees for an EMS conference I coordinate. We have approximately 200 participants. We give them some type of creatively packaged snack when they check in at registration. In the past we've done custom Hershey bars, medical shaped and frosted sugar cookies, homemade chocolate drizzled popcorn packaged in cello bags with a custom label. The popcorn was a HUGE hit, but I hesitate to do the same thing 2 years in a row. I liked the popcorn, as it made for a nice (bigger) presentation at a reasonable price.

Most corporate favor companies charge too much for each favor for our budget. Would like to keep the individual cost to approx $1.50.

Any creative ideas would be greatly appreciated!
