looking for a downtown (little tokyo) restaurant to celebrate a birthday

Trying to find a place with the following criteria:

1. downtown area
2. relatively inexpensive
3. alcohol available
4. able to handle a party of around 10

I didn't mention the type of cuisine, but most of the people attending are Japanese, and they would prefer a place that serves Japanese food.

My first choice was R-23 as I have been meaning to go there for a while, but it may be a bit more expensive than some would prefer. It may also be a place where a potentially loud group could disturb other customers.

Furaibo would be a great choice if it were downtown. With that in mind, the following places seem to be the izakaya options in the area.

Murasaki is popular in Japan, but the one time I stopped in for a drink at the location here it was practically empty. I've also seen Oiwake but have never been excited about stopping in to eat there.

I left "good food" off the list of criteria above, but please comment on the food at any places you recommend.
