DC Steak

Hey y'all - NYC hound headed down to my hometown in Sept for a bachelor party (and some preseason Skins action) and need the end all be all for steakhouses. I've reviewed several previous threads and done the Citysearch gambit (all those reviews are at least 3 years old!) so I'm hoping for some fresh and specific insight based on the following criteria:

- Small room or semi-private setting - for 8 to 10

- Class atmosphere, but no jacket required - professional service from old school career waiters

- Quality sides, AGED cow (does this exist in DC?) HUGE portions, great strip, porterhouse, filet - no risk of off nights...crusty and red, crusty and red.

- Well proportioned wine list, good draught selection, not insanely priced single malts (ok, I know, I'm reaching)

Anybody been to Sparks in NYC? That, but with better sides, a more secluded dining area and a bar tab that isn't going to cause 8 - 10 simultaneous heart attacks.

Basically Oceanaire's back room, but with steaks. Can this be done? Does Bobby Van's fit this category? Caucus Room? Sam & Harry's?

We have The Palm, Smith & Wollensky, Ruth's Chris, Nick & Stef's, etc up here - so if I were to choose one of those, please also indicate your preference and how the DC versions stack up to my criteria.
