Where can we chow with a hound?

Serious advice needed: Where can one have a nice lunch or dinner with a small dog in tow this Sunday? My mom's adored shih tzu turns one year old, and we'd like to celebrate with Lulu--preferably somewhere she will be welcome, and not just barely tolerated.

In Jeffrey Steingarten's witty and mouth-watering new book, "It Must Have Been Something I Ate," (specifically his essay, "The Man Who Cooked for His Dog,") he mentions that the apprentice chefs at the Auberge de l'Ill, among them, Jean-Georges Vongerichten, had to learn to cook for the clients' dogs before they were allowed to cook for the clients. It may be too much to hope that Lulu will be as pampered here as she would be in France, but we are doing our best to educate her palate (no problem--she's a natural gourmet), and dining out is part of that!
