Name of Chinese shrimp dish?

I once had a yummy shrimp dish at a party for a newborn boy (it was at Golden Unicorn or one of those big banquet halls in Chinatown), and I have been looking for it ever since. It was lightly breaded whole shrimp and large chunks of steamed broccoli in a white mayonnaisy sauce. The sauce was quite heavy and dairy-filled in a way that only a mayonnaise lover like me would appreciate. Someone once told me this is a dish served mainly at celebrations. I'd love to know:

1) Name of dish (how can I order it?)
2) What is in that sauce
3) The name of a restaurant that serves it in Chinatown
BONUS ROUND: Is it really a dish served just for celebrations?
