Chinese restaurant diced chicken with hot pepper question.

I ordered this for the second time yesterday, (different places,) and i was disappointed for the second time. They use what seem to be dried peppers, that they don't soak, so what you get is just diced chicken, with cardboard like hot peppers, that don't even add any spiciness to the dish. Is it like this in every Chinese takeout spot, or did i just get really unlucky twice? I understand people have different preferences, people eat things like beef tendon that's considered by some to be a waste product, but the dry cardboard hot peppers, i just cant imagine anyone wants those.
