Butter in France

We are in the south of France and there is no butter. We've been here for a week. I've read conflicting stories about why -- lifting price regulations put the price out of reach (for whom?), demand from China, not enough production -- but it is still puzzling. Where did all the butter go? Why is there none -- and I mean none? What are the restaurants and patisserries doing? Any one have a thought?
