Can You Still Bring Wine & Pay A Corkage Fee In VA Restaurants?

We are hosting a rehearsal dinner at Maggiano's Tyson's Corner in June. I had planned on bringing one bottle of wine (albeit a "special" bottle) in addition to an open bar and the wine that our group would purchase from Maggiano's. In confirming the arrangements several days ago I was told by Maggiano's that it is no longer possible to bring your own bottle of wine to a VA restaurant and pay a corkage fee. They insist this is not their decision but rather a position now taken by the state of Virginia.

Is this true?

I find it incredible that something like this would have been enacted only recently especially in light of the recent ruling against the state of VA for out of state shipment of wine (under appeal by them). This is not a comment about Maggiano's cost for wine. Simply, I wanted to bring a serious bottle (magnum of '
97 Solaia) that they do not offer and share it with my wife and I and our future daughter in law and her parents. I am finding it difficult to accept that I am not allowed to do this, especially since when I reserved the room six months ago I was told that it would be fine.
