Birthday Luncheon for 90 year old

My mother will be 90 in June and I would like to have a nice luncheon with some of her friends and family. I assume about 30 people. All will be adults from about mid-twenties to my mother's age. Price is a concern, for many reasons, not the least of which is that my mother hates extravagance. But, one is only 90 (at most) once, so I need to spend enough to have a comfortable and enjoyable event with good serious food.

We want to this on a weekend afternoon in middle or late June. We'd want a private room, but either sit down or buffet would be OK. For 30 people of different tastes, I think we would need something conventional (French, Italian, American, or any slightly americanized ethnic would be fine).

My mother lives in Chelsea, but any place in Manhattan (with a lower prioriy to UES) should be fine. We would also consider Brooklyn or the Bronx (I'll use people's judgment here if I should post separately on the OB board).

My mother suggested Twenty One because a number of groups she is a member of has had fund raisers there. In my total ignorance, I just assume this place is a mill, but if I'm wrong I'd like to know.
