beef stew advice needed

I've got some nice looking beef rounds and thought I'd make a stew. I've also got some garlic and lemongrass and some "tropical asian-style herbs" which include dried lemon peel, cilantro and mint, which I thought would lend a nice southeast asian flavor. my question is, what kind of braising liquid should I use? Beer? Wine? What kind? Water? I don't have any beef stock on hand, and don't want to use buillion or canned unless that seems to be the only option...
