Baking in the cold questions about yeast.

I've tried to bake a few things this winter. My apartment isn't the warmest. Above 60 degrees, but below 70. I've tried to make 2 things so far, and the dough did not rise to double the size. Have any tips, for baking in the North West, in a not so warm apartment?
