where to go for afternoon tea?

Okay, here's a stumper for you all. Where would one go for afternoon tea in the bay area? Not tea as in dim sum, but more like english afternoon tea with cucumber sandwiches and the like. Although I guess japanese tea with little snacks or even russian styled tea would be fine.

I would prefer some place in the penisula or south bay. But am willing to go to SF. The only thing I can think of is ritz carlton and the mandarin oriental... any other suggestions?
