60th birthday dinner paid by unemployed daughters

I'm looking for the impossible. I need to plan my mom's 60th birthday dinner. We will be a group of 7 people and most of us are currently unemployed so it needs to be as inexpensive as possible. I am looking for good food (New Orleans style), nice atmosphere, and proximity to French Quarter. And did I mention inexpensive?

I was thinking maybe early bird at Brigtsen's but people in our group think that's a little far even with the streetcar. Also, I'm guessing I couldn't get a reservation at this point for 7 people for early bird (it's two weeks away).

My other thought was Commander's Palace for birthday lunch instead of birthday dinner but people seem to feel pretty strongly that the special meal needs to be dinner and we can't afford Commander's Palace at those prices.

Help!! Any suggestions?
