Year of the Dog, Day of the yum cha

This year LA is celebrating Chinese New Year with the usual Dragon Dance originating at Olvera St. and ending in C-town. In the interest of cross-cultural enlightment, not to mention personal gustatory satisfaction, I'm organizing 20 or so friends and family for a dim sum excursion, to be immediately followed by a view of the annual parade.

I'm wondering if anyone has accurate wait times for 11am dim sum at EP, Ocean Seafood, maybe CBS? I'm sure they will be hideous but I'm hoping nothing like two hours. One hour and perhaps I can loose my charges upon the various hokey tourist junk that is C-town. Or should I shoot for an even later time, like noon? Any other strategies or advice for that day would also be appreciated.
