Toulouse to Pau stopover with scenery and chow?

We want to dip into the mountains for an overnight before heading on to Pau from Toulouse next month. Would love some mountain scenery and some honest cuisine. On quick review, the larger conurbations (Luchon especially) seem a bit ski-resorty, and that rarely means good food IMO. We don't care where we stay, especially, if there's a chow-worthy dinner to be had. Any personal tips or informed recommendations?
