To Torch or Not to Torch?

For many years I've wanted a torch so that I can get that extra crispy texture on some desserts and dishes. But I am not really sure if I should spend the money on getting one. If you happen to have one, how much do you like it?

I also have no idea what would be a good torch to get. I saw this one https://www.amazon.com/Ideapro-Cookin... that is less than $13. If you have a recommendation would be awesome as I have never used one before and I want to make sure that what I get is safe.
