Best way to steam a fish?

Hi - I usually wrap the fish in tin foil, pour some water in a shallow casserole dish(with a lid obviously) and put the wrapped fish in the dish. It usually comes out ok.

But is there a better way to steam a fish? Just want to make the most of those $10 fishes.

the one problem I find is knowing when to take it out. It can be a bit of a palava taking the fish out, unwrapping it only to discover it is not cooked through yet.
