Steak Au Poivre Vert from Madagascar

This may sound strange but by leaps and bounds the best steak au poivre vert I ever had was in a small, incredibley cheap, restaurant called Relais Normand in Antananarivo, Madagascar (total bill was about $5 in 1995). Perfectly cooked (i.e., rare) with plenty of creamy green peppercorn sauce and frite. Has anyone else ever been there and, if so, any suggestions, on where I might find a sufficiently similar taste sensation in New York City would be appreciated.
