Spare ribs- Start dry or start wet?

I have read so many recipes including on these boards and am so confused and would appreciate some advice. I understand that I cook "slow and low", maybe 225 or 250, but many say put ribs in foil packet with liquid to start them off then cook dry at the end, and others say the opposite- bake dry first then seal with liquid at the end cooking time.
Can someone tell me what the correct way to cook spare ribs is? I always appreciate your insight and help so much. Thanks.
