Skinning Bell Peppers Q

I've developed a fondness for roasting bell peppers, then putting them in a plastic bag to help steam off the waxy outer skin.

My last batch didn't peel so well and was wondering if there's a sure fire trick to help? More/less heat? Longer roasting time? Should I rub them with oil beforehand?
