Shinsengumi on Artesia in Torrance - new?

After my first visit to Otofuku (!! amazing soba, but you all knew that), I was driving down Artesia Blvd, east of Western, marveling at all the riches... not one but two Marukais, a credit union so I can get $$ without a fee, and then on my left, (north) in one of the bigger strip malls, I saw a Shinsengumi with the sign "Grand Opening."

Now, I know sometimes these "G.O." signs stay up for a looooong time. Looking through the chowhound archives, I found refs to a Shinsengumi in Torrance... but on Western. And it was a robata/yakitori place. I gather that Shinsengumi is a chain that comprises a variety of restaurants.

I've been dying to try Shinsengumi ramen but just haven't made the trek to Fountain Valley. So I'm wondering - what is this place? Is it really new? If it's ramen, I'd love to be able to compare it with my beloved Daikokuya without schlepping down to FV (altho it's def. on my to-do list otherwise).
