Seattle restaurant mystery

A friend of mine who just moved to Seattle is trying to remember the name of a downtown restaurant she visited a couple years ago before moving here. The clues are: she walked up stairs from street level to get there, the view of the sound was spectacular, the decor was stunning - ceiling fixtures/lighting of Chihully-style glass, a blackberry (loganberry?) martini from the enormous bar. She remembers the bar distinctly as having a great view, but thinks the entire restaurant overlooked the water.

Because of the view she describes, I figure it has to either be on Alaskan Way or First Ave... and only Elliott's and Anthony's come to mind, but I haven't been to either so I'm not sure if it's one of those places. Anyone... anyone?
