Romantic 1st Year Anniversary Dinner - Specializing non-seafood

I know this topic is repeated often and I see many of the similar restaurants, however looking at their menus they all seem to specialize in varias seafood.

Unfortunately my wife is not a big fan of seafood so I was wondering if the board could help me with a romantic dining for 2 (1 year anniversary).

Req (In Order of Priority):

1.) Romantic! I know, already mentioned but hey it's #1 =)
2.) Specialize in non-seafood, i.e. Kobe Beef or something wonderful like that.
3.) Have a Dessert/Pastry Chef -- she loves desserts all kinds are good.
4.) Not too loud or too bright (not so dark that you need a flashlight to read the menu, I would like to see my wife!)
5.) Will need to make resevations for 1st week of May, so please consider that if there is not enough time for reservations.
6.) Price -- Well I'm not a millionaire so guess it's financially good to put a max...let's say $300 (we aren't heavy wine drinkers, probably 1 glass during dinner for each of us and a glass of dessert wine for the lady)

hehe I think she would be happy that I put romantic as #1 and price as #6...after all I need to make exceptions for being logical all the time.
