Question about San Diego split vs. California board

I have a question.

Sacramento has more restaurants per capita than San Diego, and a more active Yelp community (the latter is not especially important, but might be a useful metric as far as interest in food culture in the community goes). There was no significant difference in the number of San Diego vs. Sacramento-oriented posts on the California board before San Diego received its own board.

So what exactly was the measure used to decide that San Diego deserved its own board, vs. other non-specifically-represented regions?
