best quality-to-price ratio on sushi/sashimi

What are the best quality-to-price ratio sushi restaurants in SF or the East Bay? My objective is to find the freshest, thickest slabs of sashimi that melt in your mouth without necessarily paying for upscale ambience or trendiness. I don't mind if it happens to be fancy, but I've been finding in SF that expensive doesn't equate best quality and most generous portions. The most important thing is the quality of the cuts of fish.
