Planning a 30th Birthday and at a loss

I'm planning my hubby's 30th birthday party for April, and am at a loss for options. I can only think of two for now, and I'm not sure they're good ideas. He loves Arturo's puffy tacos in Whittier, but that place is so small and I'm not sure they'd be willing to handle a private party. The only other thing I can think of is a buffet event at BJ's. Ideally, I would like to spend no more than $20 per person (drinks, tax, and tip included). Cuisine options are pretty open, but let's stick to American, Italian, or Mexican to stay safe. There will be children in attendance, and I don't care whether it's a lunch or dinner event. We live in Upland (close to Claremont, Ontario, and Rancho Cucamonga), but am willing to travel a 20 minute radius so long as the food is good.
