Penn Quarter, cheap and for a crowd

Any suggestions for a lunch in Penn Quarter, where we'll have a crowd and some of the crowd will want it to be inexpensive?

We may go to Lei Garden for dim sum (not as good as outside DC, but probably the best in Chinatown, and less expensive than Tony Cheng's). Other than that, I can think of a lot of good cheap places (Full Kee, Burma, etc.) but I'm not sure they can accommodate a crowd. (I don't know how many people yet, but I'm guessing 6-10).
