PDX downtown food carts

Hi, I'm a chowfella currently living in Oakland California. My partner and I will be visiting your fair city in early April.

I am enjoying perusing this board and PortlandFood.org. Recently I have noticed several mentions of downtown food carts. Could someone enlighten me on this subject? Here in Oakland we have a plethora of taco trucks...in Seattle (where I lived for 10 yrs) there are espresso carts...so I am imagining that food carts are a combination of the two.

One cart that caught my eye in a posting was the Chaat Cart, as we are big fans of chaat.

What sorts of food do the carts serve? Are they only open during weekday business hours? Are they always in the same place?

and, you knew it was coming, any recommendations?
