Paris on the (relatively) cheap

Hey hounds...

I'm planning a trip to Paris in the summer (May-ish) and really can't afford expensive meals.
Coming from NYC, I have been spoiled with good, cheap eats. I wonder if anything like this exsits in Paris? I'm thinking 15-20 euros per person? Is this possible without eating at the crepe stand every night?

I've had a great time at Juveniles (near Wili's Wine Bar) if I can recall properly. I'm definitly interested in more french/regional food rather than the many cuisines I can get in NYC, but I am certainly open.

Also, I am still confused about the idea of tipping in Paris. Is it built into the bill? We once tried to have a waitress explain it, but we still didn't quite get it. Say the bill is 40 euros (with all the taxes, ect), do we just leave 40? or do we add an extra tip?
