When to par cook bar/square crust?

I love bars of all types ( aka tray bakes) but often wonder why some recipes call for a brief (10 minutes-ish) precook of the crust. Many recipes are very similar except for that step. You know the kind. Make a crust half of which gets pressed in as base, the rest crumbled on top.
Ultimately I think if the filling is a thick, heavy, wet one I see the benefit of the bake but otherwise... hmmm. Right now comparing jam bars which just spread a layer of it over the crust.
