Help needed restoring abused wok

I have mistreated my simple but sturdy steel (I think) wok, made in China, and it now bears signs of inadequate tempering, rust from failure to oil after using it to steam fish, black bits stuck to the interior surface, etc. Is there a way to undo this accumulated damage and start over? I don't want to replace the wok unless I absolutely must (but LeCrueset has introduced a cast iron wok that is beautiful to behold and will also provide a bicep workout when you move it from sink to stovetop and back).
