NAPA report- Budu- WORST service in my life

last year we had a stellar experience here. this year it was SO BAD i will never return. we were with good friends who we'd not seen for a year. we were filled with gaiety and looking forward to a fun lovely delicious evening.
the whole mess began when we sat first sat down and were seated for a full 7-8 minutes without any water, menus, NOTHING. during this friendly chatter with our friends, i noticed the gm carefully, slowly, organizing cutlery and napkins for 2 tables that were never even filled during the evening.the restaurant was 1/3 full, and this was a thursday evening. neither the gm or our waiter showed any sign of noticing or caring that we were there. we were then served an amuse bouche BEFORE we had even been served water. we ordered our food but no one asked us what we wanted to drink or gave us a wine menu. in NAPA!! when we asked for the wine menu, ordered a bottle and explained that we did not want our food before our wine had been opened , did that have any affect on the server? ha good luck. out came the oh so preciously plated apps, FOLLOWED by the wine opening.as one of our friends was not drinking our red wine, we explained to the gm/wineserver that fact, as he was pouring. did he ask her what she would like instead? no, he just went off to his next not-us task. when i realized that he was not coming back to help our friend, i then got up , exited the din. room, pulled aside the NOT occupied poor lovely greeter and asked her to pass along to the gm the details of my anger and displeasure. i was SO LIVID.and wouldn't you figure, that gm NEVER showed any sign of receiving this info.service did not improve during the evening.
he never adjusted the bill or spoke with me or ANYTHING. i am a real feedback person but what do you do when the most managerial person in the restaurant is even worse than the incompetent server?
well, i'm going to write my first -ever letter requesting our money back. i'm not expecting a positive response, as you might figure. the food was v. good, not spectacular though, and extremely expensive and child's portion -precious. this horrid-service experience was the single worst in my long life of fine dining.
