Microwaved: glass gets hotter than water

In our microwave, when I heat water in certain glasses, the glass gets hot, but in the area that's not in contact with the water. That glass is cooler, and what's more, the water is much cooler than the not section of glass.

What's the deal--AND, is there any way to tell this about glass items before microwaving them?
