For the best value restaurant in SF, my vote is Darbar on Polk Street. It serves Pakistani/Indian food in a clean comfortable environment. Unlike many Pakistani restaurants, they take your order at your table. The owner is Muslim, and does not have a wine/beer license. However he doesnt mind customers bringing their own wine and beer and even has a corkscrew and a few wine glasses. For about $19 two people can have a great meal of Tandori chicken, spinach and cheese, nan and rice. I always leave a generous tip to cover the service and "corkage".
