How do you manage your recipe "queue"?

I know this probably seems like a repeat of one of the million threads about recipe tools / websites / etc -- but I think I'm asking a slightly different question. I use Paprika as a "recipe box" and quite like it, particularly for multi-device access, and I subscribe to Eat Your Books and have (most of) my cookbooks entered. And if I know what recipe I'm looking for, those tools are invaluable.

What I struggle with, though, is keeping track of all of the recipes I intend to make, some other time. Too often I find myself reading a recipe and thinking "oh, this will be great when tomatoes are in season" or "this would be comforting on a snow day." And then the tomatoes or snow arrive, and of course I have no recollection of what that recipe was. I've tried coming up with tags in Paprika or EYB that I could search by occasion or ingredient, but that ends up being a ton of work and I never seem to get the categories right. I have index cards in most of my cookbooks with the most interesting recipes, but that doesn't help me find the right book.

Does anyone else out there have a good system for managing their recipe "to do" list so that things actually get made?
