Kashmiri chili powder. Grind with seeds in or without?

I prefer to stock whole spices but I was curious whether or not people in Kashmir typically grind up Kashmiri chiles with seeds or if they remove it beforehand. Googling it seems to give conflicting answers. Im thinking that by leaving the seeds in, you wont get as a nice a color that Kashmiri chile powder is known for.
