Japanese steamed bread/bun thing

When I was a kid, I had a Japanese friend, and her mom used to make us these delicious snacks - I swear she called them Pedoshki (my invented spelling, she pronouonced it pee-doe-shkee). They were about the size of a small fist, white, round with a firm yet spongey texture I can only describe as a cross between a good dumpling skin and a slice of wonder bread. Inside was some kind of delicious chopped beef. In my memory it was similar in color, texture and flavor to chopped bbq brisket but with additional exotic spices I cannot describe at all.

Does anyone have any idea what this is?

I saw someone post about "ants climbing on trees" and I figured I would take a chance on this. It freaks me out that I still recall this snack she made us. It was sooo good. It has to be 30 years ago.
