Japanese roll cabbage (roru kabetsu)

Ok this may be a challenging one, since I've never seen this served anywhere: Anyone know where I can find a restaurant serving Japanese roll cabbage? This is a homey dish, consisting of a cabbage leaf, wrapped around ground beef and onion, and tied shut with a vegetable root, simmered in broth and served in either this broth or in a thicker version made creamy with lard. I think this is probably a Japanized take, or perhaps even identical, to roll cabbage found in other cuisines--Jewish or Eastern European maybe. But I know this is a dish the Japanese make. A roll cabbage fitting this description found at a restaurant of a different ethnicity will do if there isn't a Japanese version available. Would much appreciate knowing where to find this, if it's served at anywhere all.
