Can anyone help me identify the cutout cookie filling in this video?

I was browsing cookie cutters on Amazon, and stumbled across this video (it's the 6th "photo" in the product description), and now I'm obsessed. What are they are filling the chocolate cutout cookies with? It almost looks like a thin layer of fudge. What do you think? I'd love any recipes that you think would produce a similar firm chocolate filling that is firm enough to cut with a cookie cutter. Many thanks for indulging me!
