Hot (Chili) Oil Recipes

The only hot oil I've ever made was by simply heating crushed red pepper flakes in olive oil. I know there are many types of hot oil from various cultures around the world. I've seen recipes that include fresh or dried garlic and onions, fresh chilies, fresh and dry herbs and spices. What type do you make or buy? Can they be left out, unrefrigerated?
