just tried this joint after the times review. i haven't ever had dim sum before but i can't truly say if it is top-notch compared to other places. but the egg rolls, the har gow, and the shrimp w/ noodles were pretty good. but one of the desserts, an egg custard was truly exceptional in an unusual way. once you bite into it, there is the pure taste of egg yolks and then a slight sugar rush, followed by the pastry melting in the mouth, i devoured all three of them in a matter of seconds. very good. whether this place has better dim sum than other places i really don't know (since i've never tried another place). but hong kong palace is worth a try.
