A good way to evaluate restaurants?

Now and then I pass a Chinese hole-in-the-wall restaurant where the cooking aromas wafting out the door smell positively wonderful. Would that mean the food there is a good bet?

Other days, no perceptible aroma. Does that mean a particularly good cook was on duty when it smelled great? Or is it just the ventilation system isn't always working?
