Frozen Shrimp

I read on this or the home cooking board a week or so ago that ALL shrimp sold in the US is frozen or previously Frozen... unless you happen to live near the gulf coast. So, that means when I go into any fish mongers and they are selling raw, unfrozen shrimp, that it was, at some point, frozen?

First, is this true? So the shrimp I might see, say, in NYC's chinatown, has previously been frozen?

Second, if so, what should I look for in good frozen shrimp? Are any brands better than others? In other words, what is the difference between good quality shrimp and not-so-good quality shrimp, if freshness is not an issue (since frozen or previously frozen are the only options)?
