How fresh is my Red Cargo rice?

How can a person tell when an imported-to-the-US bag of rice was either packed or harvested, if it's red cargo rice from Thailand? My perception is that even though I have just opened a "new" bag of Asian Taste red cargo rice, it smells slightly off. My perception could be wrong, so I'm trying to find something fresh to compare it to, that's why I'm asking about dating it. Thank you.
